VITALS - v2.2.0

This is an overhaul of the repository designed to implement a few new features:

• Add PACE & EMIT Tutorials
• Add pyproject.toml for building/installing the repository as the vitals package
• Add src/vitals/pace_tools.py and src/vitals/utils.py modules
• Add citation.cff

And change some existing functionality:

• Move shared Python modules from python/modules/ to src/vitals/ and rename python/EMIT_NEON/ to python/emit_neon/
• Replace earthaccess.collection_query with earthaccess.search_datasets and remove pinned earthaccess version (fixes https://github.com/nasa/VITALS/issues/59)
• Improve merge_emit granule ID retrieval when earthaccess file handlers are passed to emit_xarray in emit_tools.py
• Update NEON notebooks for new filepaths, token handling, and neonutilities version
• Update README with a full table of contents, citation guidance, and related resources
• Update setup instructions, environment.yml, and web-book Quarto files (_quarto.yml, index.qmd)
• Update contract numbers in notebook footers where applicable
• Various spelling/grammar fixes
