Soil-DRaH - Annotation Workflow

This incremental release represents a pivot in the project to a second workflow approach. The workflow here for ISCN4 specifically focuses on a manual annotation workflow where data tables are downloaded from an online source, metadata is manually created or annotated, and then combined with the data download into a single table. Subsequent releases are not expected to be backwards compatible.
