Maintenance / build release.

  • Consolidate dependencies into pyproject.toml as the single source of truth (#268) — both the Docker image and the SEPAL env now install via pip install -e .; removed requirements.txt / requirements.lock; unified the conda env name to seplan; unpinned rasterio (the <1.3.11 cap was a SEPAL-sandbox-only proj workaround, openforis/sepal#328).

No application/behavior changes.
