carculator - Several fixes

Release 1.9.5 updates carculator packaging and fixes several model, inventory,
and CI issues.

Highlights:

• Migrated packaging from setup.py to pyproject.toml.
• Added CHANGELOG.md and repository agent guidance.
• Fixed custom CarInputParameters inputs being ignored.
• Corrected FCEV cost adjustments and vehicle cost amortisation.
• Fixed CNG methane leakage accounting in inventories.
• Improved inventory tests to avoid writing tracked fixtures and to handle
  optional bw2io export dependencies.
• Fixed conda publication to upload the .conda artifact produced by modern
  conda-build.
• Updated project metadata and version to 1.9.5.

carculator - Corrects diurnal emissions

Diurnal emissions, in g of substance emitted per day, were incorrectly calculated and applied.
We now fix this. The diurnal emissions per driving cycle now equal the distance of the cycle [km] / annual mileage [km/y] / 365 [d/y] * diurnal emissions [g/d] / length of the cycle [s].

In inventories, the fuel cell stack MASS was demanded, instead of the fuel cell stack POWER.
This was incorrect since the fuel cell stack dataset is expressed in relation to 1 kW.
