IOOS Cloud Sandbox - v2.0.0b

• Deployable using an optional existing VPC and subnet.
• New defaults for terraform deployment
• Default uses us-east-2b (use2-az2) for access to AMD HPC EC2 Instance Types
• Installation supports usage on AMD CPUs
