Fractional Cover - Fractional Cover 1.3.2

Switch to selecting time slices by indexes instead of time value. It's simpler and more precise, and actually works with the recent regression in Pandas.

Also, disable the scipy fallback. I don't think it's a safe fallback when we're running bulk computations, and recently, it seems to be failing randomly and getting in the way of debugging the implementation we actually want to use.
